This NPA proposes: 

• to discontinue the GAR 135 option for AOC applicants to obtain an authorization to operate very light jets with a single pilot under IFR or at night; 

• to align GAR 121 and 135 with The Guernsey Air Navigation (Bailiwick of Guernsey) (Air Operators' Certificates) Regulation, 20161, in particular with respect to the minimum pilot crew complement; 

• some other changes in the GARs for pilot crew complement. 

Eligibility and Admission requirements has been updated. This fourth issue provides additional guidance on acceptance of ex-military aircraft on to the register.

This Notice of Proposed Amendment recommends changes to GAR 43.111 to introduce the option for independent inspections to be conducted by the same person in unforeseen circumstances. This change avoids any compliance risk for EASA organisations validated under GAR 145 Option 1 where the condition is already used in unforeseen circumstances.

This guidance provides the requirements for recognising and registering an aircraft under a Charter by Demise Agreement. It ensures clarity and consistency in assessing applications where operational control is transferred from the registered owner to a charterer.

This document lists all Aviation General Exemptions in force, granted by the Director of Civil Aviation pursuant to Article 176 of the Air Navigation (Jersey) Law, 2014. Further specific Exemptions may be granted to individual applicants where the DCA considers it appropriate, and as such will not be listed here. This document also confirms the current no operational objections in relation to pilots licensed to certain UK CAA licensing standards. 

This document shall be updated and available on the ODCA website. 

Proposed revocation of prior exemptions:

Except for those Exemptions detailed in Section 2 below, the DCA proposes to revoke all past Aviation General Exemptions issued under the Air Navigation (Jersey) Law, 2014 and the Civil Aviation (Jersey) Law, 2008 with effect from 1 July 2025.
